It's just paint. I guess if OP cared, they could sand it off and spray it with an even coat to make it pretty.

Nice! I used a Logitech MX518 for around 12 years before I finally decided it was too grody to continue using. I heard they released a MX518 homage mouse a few years ago, and I'm thinking about getting one. They were the perfect mice.
