This division doesn't even make any sense. All of these places have wildly different characteristics and this grouping is a horrible way of dividing the country, all of these 5 countries would have lots of new problems
That's the goal. Break them in a way that makes them all fucked and likely to infight for decades or centuries. The British partitioning of India had the same intention. If you can't conquer, divide.
And if it precipitates a genocide, well, that's the cost of slightly weakening Russia and China.

Ridiculous that this is the reaction to Brazil behaving rationally and logically for a country in its position both geographically (they have nothing to gain from supporting either side in the conflict) and ideologically (they have nothing to gain from supporting either side in the conflict).
Also, kinda erroneous to say it's "NATO" like it's some monolithic eldritch being like the Night Vale City Council.
