From the "Calls for regime change in Iraq" section on PNAC's wikipedia page:

Shortly after the September 11 attacks, the PNAC sent a letter to President George W. Bush, specifically advocating regime change through "a determined effort to remove Saddam Hussein from power in Iraq". The letter suggested that "any strategy aiming at the eradication of terrorism and its sponsors must include a determined effort to remove Saddam Hussein from power in Iraq", even if no evidence linked Iraq to the September 11 attacks. The letter warned that allowing Hussein to remain in power would be "an early and perhaps decisive surrender in the war on international terrorism."

The Sahm rule originates from a chapter in the Brookings Institution's report on the use of fiscal policy to stabilize the economy during recessions. The chapter, written by Sahm, proposes fiscal policy to automatically send stabilizing payments to citizens to boost economic well-being.

And then they didn't. (Joe Biden still owes me $2000.)

She seems cool though, for an economist at least:

"I created the Sahm rule to send out stimulus checks automatically. The idea was to act fast to make the recession less severe and help families. The star was always the stimulus check, not the indicator that other people named after me."

They've been losing marketshare to ARM for years. For cloud infrastructure servers (where the big bucks are) I know Amazon has been making a huge push towards ARM-based processors since the late 2010s — they offer them cheaper than servers with equivalent Intel chips, and in some cases they have better performance too, which is a major incentive for companies to switch. (Every company I've worked at has had a project to switch to the ARM-based servers.) Google just announced their own ARM-based processors for their cloud platform this year, and Microsoft has been offering them for a couple years too.

Part of it is that it's easier for these companies to customize (and manufacture?) their own ARM-based chipsets, which means they can offer them for a lower price vs Intel
