My dog found a piece of chicken one time and similar to that she always goes crazy when we get around that area.

She also got jumped by two chihuahuas near this house and is always super paranoid walking backwards and everything when we get near there only until we get closer to the house with the cats she starts hyper focusing because she knows as soon as we get past the fence she can look to the right and see a fat cat that she stares at intensely. I apologize I came off as a troll, I was reading the comment thread about how parents should raise their kids and the response comment about the way parents raise their kids isn't a policy issue. I didn't see anything in the article about how a policy changed the way parents changed their kids behavior to fix the issue.

I believe we just talked past each other as the policy fixed the problem of bad behavior occurring in the library during those hours which is true.
