I find it funny all of America's allies/vassals always vote in favour of this. Is it just a vote that the US doesn't care about anyway, because they can vetoe it, so they vote in favour of it regardless to "look good"?

No. A/ is the general assembly, there is no veto power in there. Though there isn't any power to uphold this or make material changes either
