I thought the baby oil thing was to emphasize how it was just part of his standard proceedings to sex crime people (which, since it seems unclear by your post, he did actually do) in the same manner as a director having a couch in his office.
Yeah, from my memory of the indictment it felt like it was included to stress the organised and almost industrialised nature of the SA operation
