This just seems like a mechanism to get chromosomal sex defined as both sex and gender in law because the only sexual dimorphism in zygotes is chromosomal.

I think he’s priming the pump for fetal personhood. Get it in the legalese that characteristics of a legal person are set at conception rather than birth.

FML now I have to get a conception certificate on top of the birth certificate? There wasn't even a doctor in the room when it happened!
