That's an over simplistic view on Dale and Bob. Leland doesn't get off the hook and Dale doesn't get to either. I'm sleepy and don't wanna write paragraphs a out twin peaks but Dale at the end of season 3 isn't great either and outside books show Dale as a more complex dude.
