I can’t begin to imagine what in the year 2025 would lead you to believe that the occupation is constrained by the need to “justify” their actions to anyone.

it just greases the wheels from time to time is all.. they don't explicitly need to justify shit but it doesn't hurt, especially if they want to escalate

Well I suppose it can depend on what they're trying to justify and to whom. Blow up a hospital? Of course not. But there's always something just beyond the pale
