Looks that way but eh, with anime girls there's usually some backstory to pretend they're adults.
"She's actually hundreds of years old!"
An argument could be made that they are petite framed 18/19 year olds, but they could also be like 14 for all I know anime styles are kinda weird like that.
Its drawings... Not people, none of the drawings is old enough to qualify as legal age...
By that rationale you can justify drawing just about anything. Could be literal babies. Doesn't matter, not real people.
Yes. It is. Its always just a drawing. Unless you can draw hyper realistic, they you could argue it perfectly resembles a actual person and therefore act similar to a photo.
