If real bigots were as eloquent with their words as Dukat, we might have a problem. Thankfully, none of them seemed to have that kind of charisma since Hitler killed himself.
Eloquence isn't the only measure of charisma. See: Trump.

There are plenty of smart racists, those who understand how to instrumentalize it to rally the angry mob around their own goals by sprinkling some xenophobia on top.
