yes, they have to prioritize their own safety; my point is that that claiming that they don't care is likely untrue, and it plays into the stereotype of communist leaders as ruthless or uncaring
Of course, and I hope it didn't come across as me saying that the CPC don't care out of some cold ruthlessness, but more so in the sense that they "don't care" because not only does the event not involve them, but also because they cannot preform any meaningful action without destabilizing their position.
