Yah it was to make Americans more supportive of the newly created national parks where bears were protected. Teddy's administration wanted the public to associate the large apex predators who could murder you in seconds as adorable, oversized dogs instead. Bears became a mascot instead of the stuff of nightmares.

Any time I learn such history about common objects we have as well, I’m again shocked on how dominant US culture actually is (and for how long). We don’t even have bears where I live.
