Not even small market share national banks are allowed in the american "rules based" regime.

They explicitly went after these banks not because they were laundering money but because they are privately owned by mexicans.

Aren't Banorte, Banco Azteca and Banamex(sold by Citigroup recently) owned by Mexicans as well?

I will need to check more information beside this article to see if the risk of a banking crisis is high but it is certainly hypocritical that the Yankees never mentioned the American banks that were also in the money laundering scheme.

Yes they are. Azteca is owned by Salinas Pliego which is aligned to Trump, Banamex is now part of Citigroup as you said, and Banorte is owned by foreign banks along the Hank family, another one of our oligarchs.
