Every institution that hasn't done everything in its power to stop the genocide has failed Palestinians, so yes.

Obviously, and it has destroyed its own credibility. People will not expect the UN to help in any way in the future, and they won't respond to anything it has to say.

The Palestinian resistance put in a lot of energy to appealing to the UN and international bodies, all for very little gain.
