i don't know how workers could do anything i'd call that, but there's a lot of corporate bs that word fits

ULPs are just one side saying, "you didn't follow the rules". They usually don't matter for strikes because they take a while to get resolved and tend to come with no consequences outside of a government official telling one side to follow the rules. When the union wins one you can use it to motivate your members.
