I have never once seen these at a party, that being said I also partied with crust punks and dirt bags, you drink from the bottle
They are very very common at fratty college/university parties
I don't really get the purpose unless everyone is having mixed drinks. Alcohol comes in a container already.

College dorm special:
Like egg1918 said it's mostly a drinking age thing. This stuff disappears outside of the high-school and early college scene.
My social circle was more about going together to get 40s from 7/11 and smoking/drinking shit beer around a fire.
