It is. He's a character from the Andor series. The writer/showrunner Tony Gilroy doesn't give a fuck about Star Wars, but agreed to do a show since it was his best chance to do a series about revolutionaries.

If you don't like Star Wars, but the rest of that sounds interesting, it probably stands alone enough to be worth watching.
