CPTPP and EU is ridiculous. There are a bunch of non-countries, pseudo-countries, and countries under "free association" participating though so IDK why you're circling Hong Kong when you could also be questioning all of these:

  1. American Samoa
  2. Aruba
  3. Bermuda
  4. British Virgin Islands
  5. Cayman Islands
  6. Chinese Taipei
  7. Cook Islands
  8. Federated States of Micronesia
  9. Guam
  10. Hong Kong, China
  11. Individual Neutral Athletes (AKA a handful of Russians and Belarusians)
  12. Marshall Islands
  13. Palau
  14. Refugee Olympic Team

and maybe more that I missed.
