Navigational marker buoy.

I'm not a ships captain but I have taken sailing courses when I was a teen and had to learn the shapes and marking of different buoys and their meanings.

The pillar shape means it marks edges of navigation channels. The color means it's used on the port side, and the number 3 means it is the second marker on a channel after leaving open water (they are odd numbered, descending as you head towards open water, meaning 1 would be open water)

Interestingly, there are no navigable channels within 40 miles of here. Facing the buoy in the photo, over the dune line is the Laguna Atascosa which is non navigable here, to the left is about 30 miles of straight coastline headed towards Boca Chica Beach and melon-musk , to the right another 30-40 miles of straight coastline and behind me is just open Gulf of Mexico.

They aren't serialized unfortunately so my ability to figure out where it came from specifically is impossible.

Crested auklets are native to the Alaskan Islands and eastern Siberia. Both male and females have bright bills, which are fluorescent, and during breeding season, the same curly head plumage. In courtship, females bury their heads in the males’ tangerine-scented necks, known as “ruff-sniffing,” as the males puff out their chests and honk with gusto. The birds are even known for what the Audubon Society calls “rambunctious sex parties,” in which groups of up to 20 crowd in to watch a pair mate.

The crested auklet at the Farallons would have no such luck. He was the only one seen for miles around, known as a vagrant or a bird that somehow drifts away from normal migration routes. Crested auklets rarely stray from the northern Pacific Ocean, and one has not been spotted in California since 1995, off Bodega Head in the Sonoma Coast. Before that one was seen in Marin County in 1979, according to Rare Birds of California, which confirms sightings.

It's sea turtle nesting season. Local to my area are Kemps Ridley, Loggerheads, Leatherback, Hawksbill (seen here) and Olive Ridley Sea Turtle.

Looking forward to the last sea turtle release of the local area. If you ever have a chance to go watch a sea turtle release, do so. It's an amazing spectacle to watch them all scurrying across the sand for the sea.
