I'm sure Russia could move forward in some places, but they don't need to. At this point all they need to do is win the war of attrition and keep their defensive positions (which is obviously much easier than attacking). Ukraine will come to them anyway.

For some reason the devs decided a while ago to federate modlogs. I wish it could be decided on a per instance basis I'd you want to push it to other instances bc I don't really need to know what world or ee is deleting and likewise for them.
How soon can you do it again?

Very few documents from these two countries are translated, the whole (English) Internet is starving for information on Laos and Vietnam.
You might have some luck with Luna Oi, I think she sometimes republishes documents from Vietnam and is currently translating a textbook that we're uploading to PW as well
Here in Europe we don't build new buildings, but instead reuse ones from around the 1960s (Marshall Plan and all that). To me it's always screamed "we're too poor to build new stuff". And you know, old buildings can only get older, at some point you're gonna have to make new ones...
