Who is the first guy?
That's Zefram Cochrane, he creates the first warp capable drive in Treks history, which leads to first contact with the Vulcan, and is the subject of the film Star Trek: First Contact
In Star Trek Discovery, Cochrane and Musk get specifically compared to each other, and to the Wright Brothers.
The writers admitted they added that line in hopes of getting a free Tesla.
Getting a tesla would be an appropriate punishment for writing such a terrible line

EDIT: the only problem is that technically the Pakleds do have ftl space travel, so the
comparison is a little unfair to them
The implication seems to be though that it's not "their" FTL space travel, it's FTL space travel they've appropriated through manipulation.
They are also less cringy, lie and steal less, don't take government subsidies and do things by themselves. I would say it's pretty unfair.
