It's a joke making fun of the thoroughly debunked nazi talking point about a "double holocaust" perpetrated by Stalin against ukrainians (referred to in Ukraine as the "holodomor" and the rest of the USSR as "the famine that hit most of the USSR and not just Ukraine specifically")
At some point it gets tiring talking to people who are unwilling to do basic research on a subject before claiming expertise, so instead of going thru the academic critique people started dismissing the double holocaust theory by just stating something like "yeah Stalin starved them to death and he did it himself by personally eating all their grain with a comically large spoon!" This is a reference to a funny video where a guy gets told he can have a spoonful of icecream and he pulls out a comically large spoon.

Well, it's Kim Jong Un's spoon now.
