If by effective leader you mean an effective insider trader and manipulator.
Or did you mean effective as in she withheld the gag marriage bill until after the midterms to force queer Americans to vote dem worried the bill might not go through if they don't.
Effective leadership as in weaponising people's rights to get married and be accepted in society yo satisfy her career? That was effective at blackmailing the gays to vote dem agreed.
