The chapo boys did some voice work on it, but were replaced way before the game was officially out and big (for good reason, bless em but they sucked as video game voice actors lol)

They were in the game. I heard their voice lines. They were only replaced for the "Final Cut" version released in 2021 (initial release of the game was 2019).
