What Lenin, Deng and Xi know is that it is good to acquire the knowledge of experts. All of them did that and the West is mad about it. The very system they espouse does forbid them to interfere with that (in theory).
However this article is propaganda as it tries to implicate that "bad" China isn't able to do stuff without "good" China. Which is bullshit.
