Definitely, no matter how you put it the official story is incredibly suspect.

If the gun and other evidence was not planted, then it implies Luigi wanted to be arrested. To what end? I don't know. But I too find it incredibly hard to believe the shooter just happened to lose half his brain cells while taking the bus out of NYC, but that's exactly what the cops are asking us to believe.
