It's almost certainly the dad, they may have been restricting access for non birthing parents for safety reasons (viral outbreak, prematurity etc). So they arranged dad to see through window.

Possibly the other parent. Who has just given birth and is necessary to be around the baby.

Or maybe a nurse/midwife. Whose job is to be there for that kid and many others.
