Correct me if I'm wrong but I thought he didn't really get on this whole tariff train till after he was elected.
He did in fact make promises during his campaign to impose tariffs. The funny thing is that US politics have devolved into "Trump" versus "not Trump" and the narrative doesn't focus on policy at all
