Simply put: city managers forcing prisoners to evict the homeless. Under capitalism every business and institution gradually replaces 'free trade' exchanges into blackmail bargaining at its core. The car repo and tow truck scam companies, pay-day loans, expanding of rent deposits and lease requirements, etc.

Property always relied on violence anyway. All that's happening is some layers of abstraction are being removed. In fact, I guess it's a little different: they aren't being removed, society has reproduced the same tendencies because the same forces lie at the core.
