I don't like the sound of that, especially considering the fact that modern-day Japan could quite literally be described as an East-Asian Israel with an effective PR department

Japanese navy is pretty strong, but PLAN already outnumber them heavily, those new destroyers won't be build in near future, and their bases are in close range from China and therefore much more vulnerable for strike. Also, Japan is not even the issue, they won't do anything without USA. Worst they can do is transfer the new techs to USA.

I mean, large railguns aren't used too much even by the US since the barrel has to be replaced very frequently due to enormous forces.

It isn't very practical with today's material for a very large cannon. Still cool tech.

US is very obviously far behind in terms of materials science, hence why they're still unable to make hypersonic glide vehicles. It's the same problem there that you need materials that can withstand incredible amounts of heat. I would also imagine this is basically a weapon designed specifically to take out high value targets like carriers, so it probably doesn't need to have a lot of shots.
