IIRC it's Eric Andre, there's an episode where this is the wallpaper in the studio and he charges through the wall.

I know nothing of Eric Andre but I've seen the clip a while back, he's selling paintings to Americans such as one of Adolf Hitler, and this one is apparently named "The Shaming of the Whore"
