It's a bit with a long history lol. As far as I understand, this place used to be a subreddit. Apparently at some point during that time, the number of horny posts started to increase, the joke about the volcel police was started to "police" the place and call out those posts in a lighthearted way. Then the bot migrated with that community over here. So I don't think it has any deeper meaning, it's just one of those inside jokes/memes that can develop over time in a community.

"Beaver" is a slag term for vagina. "Pound" is a euphemism term for fuck. So the OP is imagining the eagle fucking the beaver (humorously).

Hexbear has an informal policy of "not being horny," or specifically "not being horny on main." The policy exists because Reddit is filled to the brim with disgusting, immature straight men who fill every comment section with sexual innuendos and objectification of women, even in posts with no inherent sexual content. On Hexbear, the Volcel Police serve to shut down that kind of off-putting (alienating) over-sexualization of non-sexual things.
