The eventual idea is that multiple easily prosecutable felonies are hanging over every single person's head at all times, universally, without exception.
So you just hope the Eye of the State never falls upon you. Oh and btw there will also be random "raids" and "contraband checks" just to keep you nervously shaking, eyeing your door at all times after 12 am because death could arrive at any moment.
