At one point while talking to the dice maker, it’s suggested that her shop and the whirling in rags were said the be just outside of the zone of influence, which is the reason for their continued success. Might have been cope from Harry just being wrong, but he also tends to be wrong in ways that happen to be correct. What with him being a magpie and decrypting CCP and all that.
