The funny thing is didn't British and American Evangelicals spread their anti-LGBT ideology there, the latter mainly after imposing IMF-style deregulation?

That's the tragedy of it, along with the fears of the ongoing HIV pandemic. Both go back to various Western imperial designs. Sub-Saharan Africa before all that had a rich history of varied gender and sexual expression before all that was brutally destroyed.
The HIV part especially saddens me because of how the initial transmission, according to new scholarship, probably happened because of French and Belgian colonial forces consuming bushmeat during the campaign against the German forces in Cameroon during WWI.
