For some reason, among those who abstained was Democratic Representative Ro Khanna, whose district includes Silicon Valley and parts of the San Francisco Bay area.
He claimed that he and 7 other congressmen were unable to make it to the vote in time. 6 of the congressmen were republican so it's not like it mattered, and he is probably misleading to save face
