I'm not finding any evidence that Sanders has ever voted for a sanction in a final bill. It kind of doesn't matter anyway, because the president just unilaterally imposes sanctions, it seems.
If he says he supports them in principle but opposes this instance, then the original comment where he says he opposes them on principle is false
