Why is it that CIA plants are always so weird? I suspect it's because people with massive egos and no morals are easier to manipulate and blackmail.

It's easier to dig up dirt on criminals. People who have both an immediate need for the palms to be greased and maybe were caught on camera engaging in certain indiscretions.
