It doesn't say it's translated so it's not translated by Twitter and it's not uncommon for international politicians to tweet in English. Also: auto translate knows about syntax as well
Edit: it's not even syntax. Modern Hebrew is SOV as well. No translation would keep the visual location of the words while shifting the location of the letters. RTL scripts are stored from the first to the last letter in computer. There is no reason for this to happen.
I forgot that the zeroth character in an RTL string is the rightmost visually. Good point.
