I got thick muscular legs myself, ngl when I epilated them they looked great. I think if you can handle the epilating it really helps you like them more since shaving I'd get one day of them looking great, few of okay and then the stubble and like makes me hate them again.Having them smooth for weeks made me realize damn they look hot. Worth giving a shot

I don't know what IPL means but I got a decent one for 40 bucks, used but cleaning it and it's fine. Main thing is finding the will power to power through, probably do one leg a day since it's taxing mentally. Have yourself loads of treats to reward yourself afterward.
"Intense pulse light" I think, basically a (not as effective) home laser treatment, I've heard they actually do reduce follicles over time if you do it consistently
And good advice
I used home laser for like two years and it worked well in some places and didn't in others. It was cost effective but after getting professional laser on my face I'm planning to do that on the spots on my chest and back it didn't work.
