Tha is actually part of the flag code. It is always supposed to face a specific way so when it's displayed on a uniform it will have a different direction based on which side it is on. Obviously such is not possible on a flag pole, thus the side with the stars is always attached to the pole.

This isn't just dumb, it's not even true. The US Flag Code says you can't wear an actual, literal flag. Not a pattern with the US flag on it.
Literally nobody has ever given a shit about the flag code except for when they think they can try to use it as a gotcha against political opponents.
